GB2312 was published in 1980 by the State Bureau of Standarization of the People's republic of China (中华人民共和国国家标准总局 zhōnghuárénmíngònghéguó guójiā biāozhǔn zǒngjú) and became effective on may 1, 1981.
It is based on JIS X 0208. The characters are orderd according to their pronounciation for the often used characters, the less often used characters are orderd according to their radical and then the number of strokes.
Rows 10-15 and 88-94 are not assigned.
